The 14th National Congress of the Communist Party of Vietnam (CPV) is a landmark political event and a historic turning point, taking place as the nation approaches the centenary of the Party’s founding. It reflects the collective will, aspirations and determination of the entire Party, people and armed forces, grounded in strategic autonomy, self-reliance and confidence, as Vietnam moves decisively into a new era - towards a peaceful, independent, democratic, prosperous, civilised and happy nation, remaining steadfast on its path toward socialism.
To turn this aspiration into reality, Party General Secretary To Lam underscored the need for the 14th Party Central Committee to remain highly united and cohesive, fully committed to constant innovation and creativity, and dedicated to serving the Fatherland and the people.
High expectations for truly united and people-serving collective
Throughout the nation’s development, people have consistently been regarded as the centre, the driving force and the decisive factor in the success of all strategies. In this context, the personnel work is the most critical of tasks. A country’s strength is not measured solely by its economic capacity or scientific and technological prowess, but above all by the quality of its human resources—those who shape policy, organise implementation and steer the course of development.
As the nation enters a new era of aspiration - amid mounting requirements for sustainable development - the personnel affairs have taken on heightened strategic significance. Human resources are not merely a means of carrying out tasks, they embody the collective intelligence, resolve, integrity and commitment essential to the country’s sustainable development.
For this reason, personnel arrangements for the 14th Party Central Committee have emerged as a matter of particular concern for the public and voters nationwide.
Nguyen Thi Mai Huyen, a resident of Dinh Cong ward in Hanoi, said she and her family have been closely following the 14th National Party Congress. She described it as a historic milestone as the country moves to merge administrative units to create new momentum for economic development. She expressed her hope that beyond the congress’s success, it would produce a team of truly dedicated and capable officials to lead the nation through this new stage of development.
Regarding preparations of personnel for the 14th Party Central Committee, Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu stressed that the 13th Party Central Committee and the congress’s personnel subcommittee have strictly adhered to Party regulations, the principle of democratic centralism and relevant laws, carrying out the process in a synchronised, scientific and methodical manner that ensures rigor, democracy, objectivity and transparency, while fully tapping intellectual democracy.
According to the official, the preparation of personnel for the 14th Party Central Committee ensure a balanced approach between standards and structure, continuity and stability, renewal and development, as well as between professional training and practical strengths, and between credibility, experience and potential for development.
Notably, the process places strong emphasis on integrity and competence, using the quality and effectiveness of officials’ practical performance, as well as their dedication, as key criteria for evaluation.
On January 22, 2026, the 14th National Party Congress approved the number of members of the 14th Party Central Committee, including 180 full-time and 20 alternate members, representing over 5.6 million Party members nationwide. The newly elected members meet required standards of integrity and competence to undertake key responsibilities in the new term—the beginning of a new era of the nation’s rise.
Dr. Nhi Le, former Deputy Editor-in-Chief of the Communist Review, stressed that historical experience shows that once the right line is set, one of the decisive factors for its successful implementation is the contingent of cadres. Therefore, he said, in meeting new requirements, the 200 members of the 14th Party Central Committee must first and foremost embody the nation’s intellect and the aspirations of the people.
United in solidarity, acting decisively in service of nation
Affirming that the people are at the root, and guided by the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the 14th Party Central Committee convened its first plenum on January 23 morning in Hanoi to decide on key matters marking the start of the new term, including the election of a 19-member Politburo.
Accordingly, with the unanimous support of all 180 full members, the 14th Party Central Committee re-elected To Lam, who served as General Secretary of the 13th Party Central Committee, to continue the role for the 14th term.
The 14th Party Central Committee also voted to approve the structure of the Secretariat with 13 members, of them 10 to be assigned by the Politburo as per the Party’s structure, and three others were elected at the committee’s inaugural meeting.
The 14th Party Central Committee gave its unanimous backing, with all 200 full and alternate members endorsing the nomination of Tran Cam Tu, a Politburo member and incumbent Permanent Member of the Secretariat, to continue the role for the new term.
In addition, 23 officials were elected by the 14th Party Central Committee to its Inspection Commission for the new term with high confidence votes. The Party Central Committee also reached broad consensus to re-elect Tran Sy Thanh, who served as Chairman of the Inspection Commission of the 13th Party Central Committee, to continue the post for the 14th tenure.
At the closing session of the Congress on January 23 afternoon, speaking on behalf of the 14th Party Central Committee, General Secretary To Lam expressed profound gratitude for the trust shown by the congress, saying that the mandate represents both a great honour and a heavy responsibility before the Party and the people. He pledged to devote his utmost efforts to serving the Party’s noble cause, the revolution and the people.
He affirmed that the 14th Party Central Committee remains absolutely loyal to the Party’s goals and ideals, places national interests above all else, upholds independence and self-reliance, and resolutely safeguards the nation and the people.
The 14th Party Central Committee vows to continue building a clean and strong Party, uphold unity and discipline, and strengthen the rule of law. It pledged to perfect power-control mechanisms, step up efforts against corruption, wastefulness and negative practices, promote thrift, and improve personnel work by assigning the right people to the right jobs and judging performance by results and public trust, while resolutely eliminating opportunism, irresponsibility and “office-buying and power-seeking”./.
