Ha Tinh Party Organisation convenes 20th congress for 2025–2030 tenure

The 20th Congress of the Ha Tinh provincial Party Organisation for the 2025–2030 tenure kicked off on October 1 with the participation of 400 delegates representing more than 102,000 Party members across the province.

Ha Tinh (VNA) – The 20th Congress of the Ha Tinh provincial Party Organisation for the 2025–2030 tenure kicked off on October 1 with the participation of 400 delegates representing more than 102,000 Party members across the province.

Politburo member and Permanent member of the Party Central Committee’s Secretariat Tran Cam Tu attended and directed the congress.

In his opening remarks, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Vo Trong Hai noted that during the past tenure, despite global uncertainties and the prolonged impacts of the COVID-19 pandemic, Ha Tinh demonstrated resilience, solidarity, and determination.

The Party Organisation, administration, armed forces, and people worked to turn difficulties into growth drivers, successfully controlled the pandemic, and promoted socio-economic recovery. The province not only fulfilled the Resolution of the 19th Provincial Party Congress but also implemented key policies of the Party and Government on streamlining the apparatus, restructuring administrative units, and piloting a two-tier local administration model, achieving comprehensive results.

Presenting the political report, Secretary of the Ha Tinh Party Committee Nguyen Duy Lam said Party building and political system reform achieved significant results during the 2020–2025 term. The economy maintained average growth of 6.4% per year; economic scale reached 126 trillion VND (4.7 billion USD), 1.5 times higher than at the start of the tenure; and per capita GRDP rose to 94 million VND. Budget revenue for 2021–2025 was estimated at 88.5 trillion VND, 1.6 times higher than the previous period, with a larger share from domestic sources.

The report set out key tasks for the 2025–2030 tenure, focusing on rapid, sustainable development based on modern industry, high-quality services, and smart agriculture. Industry will remain the pillar, with Vung Ang Economic Zone as the growth engine linked with the marine economy, renewable energy, manufacturing, and logistics. Development will align with environmental protection, climate change adaptation, and the shift to a green and circular economy.

Targets include average annual GRDP growth of at least 10%; per capita GRDP of 168 million VND by 2030; an HDI of 0.76; and by 2030, over 90% of kindergartens, primary and lower secondary schools, more than 80% of public upper secondary schools, and at least 80% of vocational institutions meeting national standards.

Five major tasks were identified, including strengthening Party building, mobilising resources for strategic breakthroughs, developing key industries, advancing high-tech agriculture, and fostering the marine economy, particularly tourism, services, and logistics linked with Vung Ang–Son Duong deep-water port.

Groundbreaking stages will focus on digital transformation, high-quality human resources, and modern infrastructure to attract strategic investment. The province also aims to expand the Vung Ang Economic Zone into a regional and national hub for industry, energy, seaports, and logistics, according to the report./.
