Hanoi (VNA) – The recent article by Party General Secretary To Lam, which emphasises the need for thorough preparation of institutions and personnel for Party congresses, serves as a strategic direction and reflects the Party's political determination to ready the country for a new phase of development, according to intellectuals.
Dr. Nghiem Vu Khai, former Deputy Minister of Science and Technology and former Vice President of the Vietnam Union of Science and Technology Associations (VUSTA), stated that preparing congress documents and selecting key leadership candidates are the most important tasks for a Party congress.
He emphasised the close relationship between institutions and personnel in the political system, noting that institutions define the structure and responsibilities of personnel, while personnel influence the effectiveness of institutional implementation. The harmony between institutions and personnel determines the effectiveness of leadership and national governance.
In the article, the Party chief stressed the importance of carefully selecting delegates to Party congresses, stating that they must represent the Party's elite—truly exemplary in political integrity, courage, and intelligence. They should also possess strategic vision and thinking, along with the boldness and creativity needed to help the congresses make sound decisions.
Khai highlighted that when both the institutional framework and personnel are strong, the political apparatus will operate efficiently and transparently, ultimately serving the people better.

Strategic-level leaders, he said, must gave an innovative mindset and vision to drive institutional reform and create breakthroughs in development. Special attention should be given to both young individuals with fresh perspectives and experienced ones who have been tested through practical challenges.
Echoing Khai’s views, Prof. Tran Tuan Anh, Vice President of the Vietnam Academy of Science and Technology, stated that preparing personnel for Party committees at all levels is a critical task that directly impacts the Party's development, leadership effectiveness, and the country's sustainable growth in the future. The preparation of personnel for the congresses should adhere to established standards, prioritising individuals with integrity, strong political will, and a genuine commitment to the common good, he said./.
