Party Central Committee convenes 12th plenum

This plenum will focus discussions on three major groups of issues - preparations for the 14th National Party Congress; the development of a political and legal foundation for continued reform in the coming years; and personnel work.

Hanoi (VNA) – The 12th plenum of the 13th Party Central Committee opened in Hanoi on the morning of July 18 under the chair of Party General Secretary To Lam.

Politburo member and State President Luong Cuong presided over the opening session.

This plenum will focus discussions on three major groups of issues - preparations for the 14th National Party Congress; the development of a political and legal foundation for continued reform in the coming years; and personnel work.

On preparations for the 14th National Party Congress, the document drafting sub-committee has seriously reviewed and selectively incorporated feedback from Party Central Committee members at the 11th plenum, as well as from Party members, the public, and from grassroots Party congresses recently held at commune and ward levels.

Regarding the political and legal framework for further national reform, the Party Central Committee has directed the National Assembly, the Government, the Vietnam Fatherland Front and socio-political organisations to remove institutional bottlenecks and form a legal corridor for national development.

On Party building and personnel matters, the committee will consider adjustments to the planning of the 14th-tenure Party Central Committee, Politburo and Secretariat, while discussing orientations for personnel work for the upcoming term, and reviewing appointments under its authority.

In his opening speech, General Secretary Lam emphasised the urgent need to complete a heavy workload in a short time frame, calling on each Party Central Committee member to uphold a strong sense of responsibility, exercise intellect, and engage in democratic, candid, objective and constructive discussions. He stressed that national interests must take precedence, and that no individual bias, factional interest or avoidance of responsibility should compromise the quality of decisions made.

He underlined that every contribution at this plenum will not only shape the content of the 14th Congress’s documents but also play a crucial role in defining the Party’s strategic directions through 2030 and towards 2050.

The event is scheduled to conclude on July 19./.
